What dentists miss in Utah

Can a dentist licensed elsewhere get a Utah license by credentials?

DOPL's dentist application asks every applicant for national boards, an official regional exam result, and either official transcripts or documentation of 5 years or 6,000 hours of practice with official verification. Whether a separate endorsement route waives the regional exam was not confirmed from current statute.
