Temporary and Volunteer Dental Licenses

Temporary and volunteer dental licenses exist, but they are narrow: tied to charity care, public health settings, a residency, a military family move or a short visit. Florida has a limited license for experienced dentists serving low-income patients and a health access license, California has a 12-month license for military spouses, and New York has limited permits. None is a shortcut to general practice.

Temporary and volunteer dental licenses are narrow. Florida's limited license requires ten years of licensure and limits practice to low-income patients through public or nonprofit employers, with fees waived for unpaid service. California gives military spouses a temporary license for up to 12 months. New York issues one-year limited permits tied to hospital jobs, residencies or teaching.

Dentists ask about temporary licenses for three reasons: to volunteer, to start work while a full license is pending, or to follow a spouse on military orders. States do offer temporary, limited and volunteer credentials, but each is written for a specific purpose and comes with conditions on where you may work, whom you may treat and how long it lasts. If your plan does not fit that purpose, the full license is the faster path.

What does Florida offer?

Limited license for dentists serving low-income patients

Florida's limited dentist license (Fla. Stat. § 456.015 and Fla. Admin. Code R. 64B5-7.007, as summarized by the Board of Dentistry) is for experienced dentists. The board lists these requirements:

  • graduation from a CODA-accredited dental college;
  • a dental license in any US jurisdiction for at least ten years;
  • no act that would be grounds for discipline under Florida's dental law, and no pending investigation;
  • practice only for public agencies or qualifying 501(c)(3) nonprofits that carry professional liability coverage for the limited licensee;
  • compliance with continuing education rules for active licensees.

A limited licensee may treat only indigent or "critical need" populations, measured against the federal poverty guidelines. If the employer submits a notarized statement that the dentist will not be paid, the application and licensure fees are waived.

Health access dental license

Florida's health access license lets out-of-state dentists practice in underserved "health access settings" without supervision by a Florida dentist (Fla. Stat. § 466.0067). It is not quick to qualify for: the statute requires five years of active clinical practice immediately before applying (or continuous practice since graduation for recent graduates), a current license in good standing never revoked elsewhere, no report to the National Practitioner Data Bank unless removed on appeal, national boards and a board-accepted clinical exam, Florida-equivalent continuing education, background screening and a passing score on the Florida laws and rules exam. The fees match those for regular licensure.

Is there a temporary license for military families in California?

Since July 1, 2023, the Dental Board of California may grant a temporary license to the spouse or domestic partner of an active-duty service member stationed in California. The holder may work in the same capacity as their out-of-state license "for up to 12 months or until a standard license is issued." Applicants document the relationship and the military orders, hold a current, active and unrestricted license from another US jurisdiction with the same scope, and submit fingerprints for clearance. Dentists must also pass the California Dental Law and Ethics exam; dental assistants do not need an exam for the temporary license. Treat the twelve months as a bridge to the standard license, not a substitute. See dental licensing for military spouses.

Which limited permits does New York issue?

  • Hospital or dental facility employment: a dental school graduate who meets the educational requirements for the licensing exam can get a limited permit to work in an approved hospital or dental facility under a licensed dentist's supervision, but only with "a bona fide offer of a position." It lasts one year, may be renewed for one year (or annually through a New York residency), and costs $105 (N.Y. Educ. Law § 6605).
  • Residents: graduates in an approved residency program for initial licensure are exempt from the permit but must register within sixty days of starting.
  • Visiting dentists: a dentist licensed in another state or country may practice while receiving instruction at an approved dental school or accredited residency program for up to ninety days, limited to that instruction and under direct supervision (§ 6610).
  • Hygienists: a hygienist who meets every requirement except the exam can get a one-year limited permit for $50, renewable once, practicing only under a dentist's personal supervision (§ 6609-b).

Does Illinois have temporary credentials?

Illinois lists a $100 application fee for a temporary visiting dentist and $150 for a temporary training license (68 Ill. Admin. Code § 1220.415). Check the rule for each license's eligibility and limits before applying.

When is a temporary license the wrong tool?

  1. You want to start general practice sooner. Most temporary credentials restrict the setting or patients. Put the effort into a complete full application instead; see why applications take as long as they do.
  2. You are a locum. Temporary licenses rarely fit paid locum work. Read licensing for locum and traveling dentists.
  3. You need to sedate. Sedation permits still follow their own rules.

Can we help with a temporary or volunteer license?

Our Faculty, Temporary or Volunteer License service is $299 per state. We confirm whether a temporary or volunteer credential fits your situation, assemble the employer letters, military documents, verifications and fingerprints the state wants, and track the file. You complete, sign and submit the application and take any required exam. If you will need the full license soon after, we can prepare both at once under our Full State Dental License Application service.

Common questions

Can I volunteer as a dentist in another state without a full license?
Sometimes, under a volunteer or limited license. Florida's limited license, for example, requires ten years of licensure elsewhere and limits practice to indigent or critical need patients through public or nonprofit employers. Fees are waived if you will not be paid.
How long does California's military spouse temporary license last?
Up to 12 months or until a standard license is issued. Dentists must pass the California Dental Law and Ethics exam and complete fingerprinting.
Can I work in New York while my license is pending?
Only in limited cases. A limited permit requires a bona fide offer from an approved hospital or dental facility and supervision by a licensed dentist. It lasts one year and costs $105.
Is a temporary license faster than a full license?
Not usually for general practice. Temporary credentials have their own requirements and restrict where and whom you can treat.
